SB 444 - This act contains provisions for the transfer of motor vehicle license plates and titles.

License plates may be transferred by the owner who sells the vehicle at any time prior to the purchase of the new one, as long as the plates are valid. License plates may also be transferred by the owner of a vehicle which is not sold, but which will no longer be operated.

The sale of a motor vehicle shall be valid without the assignment of title if the seller has applied for a duplicate title and assigns such duplicate title within 10 days after receiving it. A temporary permit to operate the vehicle may be obtained by presenting a notarized bill of sale to the Department of Revenue.
