SB 289 - This act provides that the sewer and stormwater
services of Metropolitan Sewer District of St. Louis (MSD) shall
be subject to regulation by the Missouri Public Service
Commission upon the effective date of MSD charter amendments
which provide for such regulation and thereafter. MSD shall be
regulated in the same manner as other sewer corporations, except
that the "rate of return" shall be calculated in the manner
determined by the Public Service Commission to be appropriate for
sewer and stormwater services provided by political subdivisions.
