SCS/SB 191 - This substitute provides that low pressure sewer systems are recognized as a viable means of sanitary sewer collection. These systems are also recognized as appropriate for new and existing construction.

The Missouri Department of Natural Resources shall accept the recommendation of any Missouri licensed professional engineer when the engineer has determined that a low pressure sewer system shall be utilized in a particular application.

This recommendation is subject to the approval of the recognized operating authority for the system if the operating authority has a Missouri licensed professional engineer review the recommendation.

The Missouri licensed professional engineer who makes the recommendation for the low pressure system is to determine economic feasibility including operator and maintenance cost. The recommendation shall be accepted by the Missouri Department of Natural Resources in all aspects, including state-financed sewer construction programs.

Publicly-owned treatment works which have ownership of interceptor and local sewers shall be responsible for the entire public sewer system except for any part of an individual's pressure sewer system.

The act has an emergency clause.
