BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN:

That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 1998, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article IV of the Constitution of the State of Missouri:

Section A. Article IV, Constitution of Missouri, is amended by adding thereto one new section, to be known as Section 47(d), to read as follows:

Section 47(d). Revenues produced from any fee established pursuant to article IV, section 47 of this constitution and authorized by law shall not be included as a part of "total state revenues" as defined in article X, section 17 of this constitution, and the expenditures of such revenue shall not be included as an expense of state government under article X, section 20 of this constitution.
