AN ACT

     To amend chapter 217, RSMo, by adding thereto two new sections relating to the construction of a correctional facility in Jackson county, with an emergency clause.


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF MISSOURI, AS FOLLOWS:

     Section A. Chapter 217, RSMo, is amended by adding thereto two new sections, to be known as sections 217.1050 and 217.1053, to read as follows:

     217.1050. The commissioner of administration is authorized to enter into a contract with a developer for the design and construction of a minimum security correctional facility to be located in a city having a charter form of government and a population of at least three hundred thousand, located partially within a county of the first classification having a charter form of government.

     217.1053. The commissioner shall advertise for proposals in accordance with the requirements of section 8.250, RSMo. The commissioner shall select the five most qualified design and construction teams and ask each of the five to submit a schematic design proposal for the facility along with a detailed construction bid. The commissioner shall select the proposal which provides the lowest and best bid based on the pre-established criteria.

     Section B. Because there is an immediate need to increase space available in which to hold state prisoners, this act is deemed necessary for the immediate preservation of the public health, welfare, peace and safety, and is hereby declared to be an emergency act within the meaning of the constitution, and this act shall be in full force and effect upon its passage and approval.
