                              FISCAL ANALYSIS

ASSUMPTION


Officials from the Office of Governor (GOV), the Office of Administration
(COA), the Office of Attorney General (AGO), and the City of St. Joseph
assume this proposal would not fiscally impact their agencies.

Department of Mental Health (DMH) officials state the property in Farmington
is surplus to the needs of the Southeast Mental Health Center.  DMH also
states that the property has an appraised value of $10,400, but could not
estimate the potential proceeds.

DMH officials state the property in Buchanan County is surplus to the needs
of St. Joseph State Hospital and Northwestern Missouri Psychiatric Center.
DMH also states that the property has not been appraised at this time and any
potential proceeds from a sale would be unknown.  In addition, officials from
DMH state the property easements to be granted in Buchanan County are surplus
to the needs of St. Joseph State Hospital and Northwestern Missouri
Psychiatric Center.  DMH also states that the improvements by the City of St.
Joseph will enhance access to DMH property along Frederick Avenue.

Oversight has not been able to determine a carrying value for the properties
to be conveyed or an estimate of the current market value for all properties.
Oversight assumes consideration would be received by the state in an unknown
amount.

DESCRIPTION

This proposal would allow the Governor to convey state property known at the
Southeast  Missouri Mental Center at Farmington to the American Legion Post
#416.  Proceeds would be placed in the Mental Health Housing Trust Fund.

This proposal would also allow the Governor to convey certain state property
located in St. Joseph, Missouri to the United Cerebral Palsy of Buchanan
County.  Proceeds would be placed in the Mental Health Housing Trust Fund.
In addition, this proposal would also allow the Governor to convey certain
state property located in St. Joseph, Missouri to the United Cerebral Palsy
of Buchanan County.  Proceeds would be placed in the Mental Health Housing
Trust Fund.

In addition, this proposal would also allow the Governor to convey property
easements on certain state property located in St. Joseph, Missouri to the
City of St. Joseph for the purpose of widening a street.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
