                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Elementary and Secondary Education, the
Department of Social Services, and the Cole County Residential Services
assume this proposal would not fiscally impact their agencies.

Department of Mental Health (DMH) officials state that clients of the
Division of Mental Retardation/Developmentally Disabled (MR/DD) would be
affected by this proposal because the services mentioned that they now
receive are provided by providers of DMH.  DMH states this proposal would
change this so that some of the services would be provided by sheltered
workshops.  This proposal would give workshop boards the authority to provide
services in addition to the traditional sheltered employment.  MR/DD would
benefit from this proposal if local boards were to undertake provisions of
some of the support services that are provided by contract and currently paid
for by DMH.  DMH states that because the funds county boards receive
currently comes from an approved tax levy, the additional services mentioned
in the proposal may require an increase in the tax levy.  The increase in
taxes would presumably be money that's available to county boards to provide
these additional services.  Any increase that the county boards might receive
for these services would need to be a part of a county vote.

Oversight assumes any potential savings realized by MR/DD as a result of this
proposal would be used to expand current services of MR/DD.

DESCRIPTION

This proposal would permit the county boards that oversee sheltered workshop
facilities for those with developmental disabilities to enter into
intergovernmental agreements.  Under current law, the county boards have
control over their facilities.  This proposal would give the boards control
over the services they provide as well.  This proposal would also change the
age of eligibility under the definition of a disability from a condition
which originated before age eighteen to one that originated before twenty-two
years of age.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
