proposal would not fiscally impact their agencies.

DESCRIPTION

This legislation would require vehicle headlights to be lit whenever
windshield wipers are needed to clear precipitation from the windshield.  No
penalty would be imposed for the failure to follow this proposal until
January 1, 1998.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
