                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Social Services (DOS) assume that passage of
this proposal would not fiscally impact their agency.  DOS states that if
this proposal were not to pass funding  would need to be replaced by General
Revenue or another funding source to maintain the current level of services.

Oversight assumes this proposal extends the expiration date of the Nursing
Home Reimbursement Allowance and would result in the continuation of current
funding sources for existing programs from the Nursing Facility Federal
Reimbursement Allowance Fund, the Nursing Facility Quality of Care Fund, and
Federal Funds.

DESCRIPTION

The Nursing Facility Reimbursement Allowance is scheduled to expire on
September 30, 1996.  This proposal would extend the expiration date to
September 30, 1999.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
