                              FISCAL ANALYSIS

ASSUMPTION

The Joint Committee on Public Employee Retirement (JCPER) has reviewed this
proposal and has determined an actuarial study is not needed under the
provisions of section 105.660, subdivision (5).

Officials of the Office of Administration assume that any increased costs
incurred by political subdivisions could be in violation of Article X,
Section 21 of the Missouri Constitution.

Officials of the Missouri Local Government Employees' Retirement System
(LAGERS) assume that any costs would depend on utilization and are
undeterminable.  However, all costs would be passed on to local governments
in the form of higher employer contribution rates.

Officials of the Firemen's Retirement System of St. Louis and the City of St.
Louis assume that the proposal would have minimal or no fiscal impact on the
System or on the City.

Kansas City Firefighters' Retirement System and City of Kansas City officials
indicate that the system's actuaries have estimated long-term actuarial costs
of approximately $50,500 per year, but that short-term costs would likely be
minimal.

Officials of the Lemay Fire Protection District and the Chesterfield Fire
Protection District did not respond prior to issuance of this fiscal note.
However, in their response to a similar proposal in the prior session,
officials of the Lemay Fire Protection District assumed there would be
minimal or no fiscal impact to the district as a result of this proposal.
Oversight assumes that assumption would apply to both districts for this
proposal as well.

Oversight assumes that only minimal, if any, costs during the fiscal note
period would be incurred by the various retirement systems affected, and
consequently minimal or no costs would be incurred by the local governments
funding those systems.

DESCRIPTION

This legislation would specify certain cancers to be job-related disorders
for purposes of determining firefighter retirement system benefits.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
