ASSUMPTION

Officials of the State Courts Administrator and the Department of Public
Safety - Missouri State Highway Patrol assume that this proposal would have
no fiscal impact to their agencies.

DESCRIPTION

This proposal would grant certain arrest powers to federal law enforcement
officers.  A federal officer would have the authority to arrest a person for
a violation of federal law.  A federal officer would also have the authority
to arrest a person if:  1) the federal officer was assisting a state officer
in an emergency or at the request of that state officer; or 2) if the federal
officer was making the arrest as part of a task force or joint investigation
with state officers.  A federal officer acting pursuant to this proposal
would have the same immunity and defenses from suit as a state officer.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
