ASSUMPTION

Officials from the Department of Elementary and Secondary Education (DESE)
assume the proposal would have no fiscal impact on state or local government.

Officials from the St. Louis Public Schools assume the proposal would have no
fiscal impact on to the district.

DESCRIPTION

The proposal would remove the restrictions on the school boards in setting
the starting date of school.

The proposal would limit the exception for vocational schools having an eight
hour day to a metropolitan school district and a school district in a county
of a first class with a charter form of government and a population in excess
of nine hundred thousand persons.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
