                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Economic Development-Professional
Registration (DPR) estimate they would register 1,395 individuals biennially,
resulting in $209,250 revenue during the initial year (1,395 @ $150).  Based
on a 1994 Occupational Survey conducted by the Department of Labor and
Industrial Relations, there are currently 1,315 individuals reporting
themselves as interior designers.  Also, it is estimated a nominal 2% of the
4,058 active architects would apply for registration.  Additionally, a 3%
growth rate has been estimated.  It is assumed the Interior Designer Council
Fund would reimburse the PR Fees Fund in FY 98 for start-up costs incurred in
FY 97.

DPR officials assume the proposal would result in the need for an additional
.5 Executive Director II (.5 FTE at $34,694 per year) to serve as the senior
executive officer of the Council and to oversee the registration and
regulation of interior designers and .5 Licensure Technician I (.5 FTE at
$16,164 per year) to provide clerical and technical support directly to the
Executive Director and the Council.  Per diem expenses are included for the
Council members for eight days per year @ $50.  Additionally, associated
travel expenses (mileage, hotel, meals) are included for the Council members.


It is expected the Council would incur a one-time cost of $7,440 to design,
program and implement a computer registration program to accommodate interior
designers (240 hours @ $31).

The General Revenue annual transfer amount of $27,825 is based upon the
transfer amount for the Committee for Professional Counselors, which is a
board of similar size.

DPR assumes the Council would utilize the examination(s) offered by the
National Council for Interior Design Qualification.  However, if the Council
elects to develop its own examination, the cost is estimated to be $10,000 to
$50,000.

Officials from the Office of Attorney General (AGO)  assume they would need
an Assistant Attorney General I (1 FTE) at an annual salary of $30,000 to
provide representation to the Council including litigation pursuant to
Section 14.  Additionally, the AGO has requested associated equipment and
expense for the new FTE position.  However, these costs have already been
calculated by DPR and are included in the Other Costs category as a GR
transfer in the fiscal impact specifications below, thereby eliminating the
need to state these costs from the AGO.

Officials from the Office of Secretary of State (SOS)  assume this proposal
would require that new rules be promulgated.  The actual number of Missouri
Register and Code of State Regulations pages this proposal would generate is
unknown; however, a conservative estimate of 247 pages was used to compute
the associated printing and distribution costs.

Officials from Department of Revenue, Administrative Hearing Commission,
Office of State Treasurer and Office of State Courts Administrator assume the
proposal would have either no or minimal fiscal impact on their agencies.

DESCRIPTION

The proposed legislation would establish registration for interior designers.
No person could use the designation of a registered interior designer unless
validly registered in Missouri.  The Interior Design Council would be created
within the Division of Professional Registration.  The proposal would
establish criteria and procedures for applicant registration and renewal,
collecting of fees, suspension and revocation and reciprocity.  Fees
collected would be deposited into the newly created "Interior Designer
Council Fund".

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
