                              FISCAL ANALYSIS

ASSUMPTION
Officials from the Office of State Courts Administrator (CTS) assume the
proposed legislation may result in some reduction in the volume of tort case
filings, but any attempt to estimate the number of cases which might not be
filed in any year would be highly speculative.  Therefore, CTS does not
anticipate any significant reduction in civil case filings to result and
assumes there would be no fiscal impact.

Officials from the Department of Economic Development-Professional
Registration and the Administrative Hearing Commission assume the proposal
would have no fiscal impact on their agencies.

DESCRIPTION
The proposed legislation would require that any party claiming damage against
a licensed professional file an affidavit by an expert, stating certain
information including the negligent acts or omissions which form the basis of
the claim.  The term "licensed professional" would not apply to health care
providers.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
