                              FISCAL ANALYSIS

ASSUMPTION

The Department of Social Services (DOS), Division of Family Services (DFS)
would be able to handle any increase in the number of individuals eligible
for assistance with existing resources.  The amendment would not fiscally
impact the department.

The Missouri House of Representatives (MHR) assumes that it would incur costs
related to the Joint Committee on Welfare Reform meeting during the interim
for lodging, meals and mileage.  Costs for FY97 would be $6,376.  No costs
would be incurred in FY98 or FY99 because of the expiration date of the
section.

The Missouri Senate (SEN) assumes that it would be able to absorb any costs
related to the Joint Committee on Welfare Reform.

DESCRIPTION

The proposal would exempt the value of burial lots or any amounts placed in
an irrevocable prearranged funeral or burial contract when determining
eligibility and the amount of benefits to be granted under federally aided
programs.

The Department of Social Services (DOS) would have the authority to adopt,
amend and repeal rules and regulations necessary to implement federal
mandates related to Aid to Families with Dependent Children (AFDC) which
occur between May 1, 1996, and December 31, 1997, if monetary sanctions would
be imposed.  Federal mandates would supersede any statute defining
eligibility for public assistance benefits if a conflict and would be
implemented by regulation adopted pursuant to chapter 536.

The Joint Committee on Welfare Reform would be established and DOS would be
required to notify the Committee of federal mandates as identified by this
proposal.  Additionally, DOS would inform the Committee of all changes and
alternatives being considered because of federal changes.

The provisions of section 208.331 would expire May 16, 1997.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
