                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of State Courts Administrator assume the proposed
legislation would cause a number of additional liens to be filed, but expect
executions on the liens to be small.  Therefore, it is expected that the
proposed legislation would have little impact on the budget of the judiciary.

Officials from the Office of Administration (Division of Design and
Construction) and the Department of Economic Development (Professional
Registration) assume the proposed legislation would have no fiscal impact on
their respective budgets.

DESCRIPTION

The proposed legislation relates to architects' liens and would provide a
lien upon a building or land, even if actual construction has not begun, if
the following conditions are met:  1) the owner contracted directly with the
architect; 2) the owner is the owner of the land at the time the contract is
made; and 3) the architect files a notice of intent to lien listing with the
county recorder within three months of the date of the architect's last work
on the property.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
