                              FISCAL ANALYSIS

ASSUMPTION

Officials of the Department of Highways & Transportation assume that any
financial assistance to privately-owned reliever airports would be
incorporated into the current, ongoing program and that no additional
appropriations would be requested.

DESCRIPTION

This legislation would allow the state highways and transportation commission
to provide financial assistance to owners of privately-owned airports
designated as reliever airports by the Federal Aviation Administration.
Funds would be appropriated from the aviation trust fund.  The proposal also
provides for emergency appropriations in the event of natural or manmade
disasters.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
