                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of State Courts Administrator assume that while
there may be a small increase in the number of cases prosecuted, after a
period of adjustment, they would not expect the increased numbers of criminal
prosecutions to be significant.

Officials from the Office of the State Public Defender (SPD)  assume that
existing staff could represent those cases arising where indigent persons
were accused of these crimes.  However, passage of more than one similar bill
could require the SPD to request increased appropriations to cover the
cumulative cost of representing the indigent accused.

Officials from the Department of Public Safety (Missouri State Highway Patrol
and Missouri State Water Patrol), the Office of Attorney General, and the
Office of Prosecution Services assume the proposed legislation would have no
fiscal impact on their respective budgets.

DESCRIPTION

The proposed legislation would prohibit anyone from jumping from a bridge
where it crosses a river or lake.  The violation would be a Class C
misdemeanor.  The proposal would also make it a Class C misdemeanor to jump
or dive from a commercial passenger boat.  It would also be an infraction to
trespass on a private railroad bridge.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
