                              FISCAL ANALYSIS

ASSUMPTIONS

The Department of Natural Resources (DNR) assumes no fiscal impact to the
DNR.

The Department of Economic Development (DED) assumes no fiscal impact to the
DED.

Solid Waste Management Districts responding to fiscal note 1815-01 for SB 594
indicated there would be no fiscal impact to the districts as a result of
that proposal.  As SB 662  is essentially identical to SB 594, Oversight
assumes the Solid Waste Management Districts will not be fiscally impacted by
this proposal.

Currently, four third class counties in the state have voted in a landfill
tipping fee for economic development.  They are:  Henry, Lewis, Wright, and
Stoddard Counties.  Oversight assumes there would be no fiscal impact from
this proposal until state fiscal year 1999 when the current tax is scheduled
to end.

The Henry County Clerk of the County Commission assumed Henry County would
continue the tax and generate income of approximately $140,000 in 1999.

The Lewis County Clerk of the County Commission assumed they would generate
$160,000 in 1996.  Oversight assumes an increase of 10% in each of the
subsequent years, for total revenue of $212,000 in 1999.

The Chairman of the Stoddard County Industrial Development Authority assumed
that they would generate $246,000 in 1996.  Oversight assumes an increase of
10% in each of the subsequent years, for a total revenue of $326,000 in 1999.

The Wright County Clerk of the County Commission assumed Wright County would
continue the tax and collect revenue of $240,000 in 1999.

DESCRIPTION

This act removes the July 1, 1998 sunset from the authorization for the
county landfill tipping fee for economic development as contained in section
260.831, RSMo.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
