                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Health (DOH) assume this proposal would
represent a new program to DOH.  They assume an additional 1.5 FTE, plus
related expense and equipment, would be required to implement the additional
duties outlined in this proposal.  One Emergency Medical Services Technician
I (EMS Tech I) ($25,020) would develop automatic external defibrillator
training programs for first responders, certify automatic external
defibrillator training programs for first responders, and license first
responder entities that use automatic external defibrillators.  A .25 FTE
Emergency Medical Services Technician II (EMS Tech II) ($28,200) would assist
the Emergency Medical Services I developing and certifying automatic external
defibrillator training programs and licensing first responder entities.  A
.25 FTE Clerk Typist II ($16,164) would provide clerical support to the
emergency medical services technicians providing certificates and
correspondence generated by the approval of first responder courses.
Expenses would include rental space for 1.5 FTE and communication and travel
expenses ($15,850).  Equipment would include office furniture and personal
computers for 1.5 FTE ($5,870).

Oversight assumes one EMS Tech II ($28,200) would develop a training program,
certify, and license those programs included in the pilot project of this
proposal in Greene County in FY97 and FY98.  In FY99, the EMS Tech II would
expand the first responder program to other areas of the state.  One Clerk
Typist II ($16,164) in FY98 would provide clerical support to the emergency
medical services technicians providing certificates and correspondence
generated by the approval of first responder courses.  IN FY99, an EMS Tech I
would assist the EMS Tech II in providing training programs, certifying
training programs, and licensing first responder entities.

On February 13, 1996 The Oversight Subcommittee  changed the fiscal impact of
an identical proposal to reflect a $0 fiscal impact.  Therefore, Oversight
assumes the same impact shall be reflected for this proposal.

Officials of Greene County assume the fiscal impact would be minimal.

DESCRIPTION

This proposal directs the Department of Health (DOH) to develop and
establish, by rule and regulation, a "First Responder" program.  This
proposal would allow first responders to use automatic external
defibrillators.  DOH will establish a pilot project in Greene County,
Missouri, and upon DOH's approval a statewide program would be established.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
