                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of the Secretary of State assume there would be no
fiscal impact to their office, however, officials stated that requiring local
election authorities who do not have all of the fields of information
required in this legislation, could incur some additional cost from having to
purchase new software.

Franklin County election authorities stated that their programs are currently
equipped with the information required by this proposal, therefore, no major
fiscal impact would be expected.

Jackson County officials stated that they would expect a one-time programming
cost in FY-97 in the amount of $1200.

Greene County election authorities assume that if fees set by the Secretary
of State would be high enough to cover their data processing costs, the
fiscal impact would be minimal.

Oversight assumes that the new language found in section 115.157 of this
proposal would only require those election authorities who currently have the
information and capabilities, to provide registration information in the 1996
primary and general elections.  Election authorities who may be computerized
but who do not have the necessary information within their system on the
effective date of this proposal, would not be required to make the
information available in all subsequent elections.

Based on information provided by election authorities, Oversight assumes that
affected election authorities could have some additional cost created by
software or programming changes. According to respondents this cost would be
minimal.

For the purpose of this fiscal note Oversight assumes that any additional
cost to affected election authorities (counties) would be defrayed by an
increase in user fees allowed by section 115.157 of this proposal, which
would result in no fiscal impact to affected counties.  Oversight assumes no
state fiscal impact.

This Act has an emergency clause.

DESCRIPTION

This act would require certain election authorities to make computerized
voter registration information available for upcoming elections.

Election authorities with computerized registration information would make it
available for the 1996 primary and general elections.  Election authorities
with the technology for computerized registration but who do not have the
information in the computer system shall make the information available for
use in elections after the 1996 general election.  The Secretary of State
would promulgate rules which place limits on the fee charged for this
computerized information.

This act has an emergency clause.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
