                              FISCAL ANALYSIS

ASSUMPTION

Officials of the Department of Highways & Transportation (DHT) indicate that
this legislation would have no fiscal impact on the department.  DHT
officials assume that any appropriations that may be received in the future
by the Missouri-Metropolitan Airport Authority would be from General Revenue
funds.  DHT officials indicated that the last appropriation to the Authority
was in fiscal year 1983 and totalled $158,181.  This amount represented
personal service costs for two FTE as well as equipment and expense.

Oversight assumes that any appropriation requested by the
Missouri-Metropolitan Airport Authority would approximate the amount last
appropriated, inflated to current dollars.  Therefore, Oversight has
reflected costs to the General Revenue fund subject to appropriation and
beginning in FY 1998 based on the FY 1983 appropriation adjusted for
inflation.

#Based on a vote of the Oversight Subcommittee on March 4, 1996, costs of
($150,000) subject to appropriation are reflected in FY 1998 and 1999.

DESCRIPTION

This legislation would eliminate the current statutory prohibition against
expending state funds for the Missouri-St. Louis Metropolitan Airport
Authority.  It would also provide for two additional members of the
Authority.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
