ASSUMPTION

No fiscal impact would be expected on the budgets of the Department of
Revenue (DOR), the Motor Vehicle Commission (MVC), or the Mo. Highway Patrol
(MHP).

Officials from the State Water Patrol stated they would require one Water
Patrolman and one Clerk Typist III to handle the increased workload relating
to boat dealers.  However, since the portion of the proposal relating to the
Water Patrol is permissive, Oversight assumes that any additional duties
performed by the Water Patrol could be absorbed within existing resources,
or, if not, Water Patrol will not perform the duties.

DESCRIPTION

The proposed legislation would make numerous minor changes within the motor
vehicle dealer sections.  A change is made in the designated dealer plate
numbering system.  Provides a new definition of dealer.  When application is
made for dealer licensure by a manufacturer or boat dealer, the certification
of a person's bona fide established place of business may be done by a
uniformed officer of the Missouri State Water Patrol stationed in the troop
area in which the applicant's place of business is located.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
