                              FISCAL ANALYSIS

ASSUMPTION

Officials of the Department of Public Safety assume that this proposal would
have no fiscal impact to their agency as they already provide such training.

Officials of the Departments of Natural Resources and Conservation assume
that this proposal would have no fiscal impact to their agencies.

Officials of the Missouri Sheriffs Association assume that this proposal
would have no fiscal impact to their association.

Oversight assumed for purposes of this fiscal note that this proposal would
not change the current Police Officers Standard Training Commission (POST)
reimbursement procedures.  POST rules and regulations are supposed to require
peace officers to pick up all or some of the costs for continuing education.
This proposal would add another component to the training curriculum.

DESCRIPTION

This proposal would require the Peace Officers Standards and Training (POST)
commission to establish a program of law enforcement and training which would
include first responder training, including first aid and cardiopulmonary
resuscitation.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
