                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Insurance, the Department of Conservation,
the Office of Administration, the Department of Highways and Transportation,
the Missouri Consolidated Health Care Plan, and the Department of Public
Safety - Missouri State Highway Patrol assume this proposal would not
fiscally impact their agencies.

DESCRIPTION

This proposal would require that all contract negotiations between the Board
of Trustees for the Missouri Consolidated Health Care Plan and health care
plans be completed 60 days prior to the beginning of the open enrollment
period.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
