                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Social Services-Division of Youth Services,
Missouri Sheriff's Association, Department of Public Safety-Director's Office
and St. Louis Public Schools assume the proposal would have no fiscal impact
on their departments.

Officials from the Department of Elementary and Secondary Education assume
the proposal would have no fiscal impact on their department, since school
districts are already required to inform students of the discipline policy in
place.  They also stated the advisory committee might have a minimal impact
on some larger school districts if teachers serving as members would need to
be compensated for their time.  Because this would be minimal, the Oversight
Division assumes the school districts could absorb this cost in their current
budgets.

DESCRIPTION

The proposal would require local school boards to establish parent-teacher
advisory committees to develop discipline policy guidelines to be submitted
to the school board.   The advisory committee would be required to consult
with local law enforcement to maintain reciprocal reporting between the
school district and local law enforcement regarding criminal offenses by
students or others on school property.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
