                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of State Courts Administrator (CTS) assumes that
most publication costs are borne by the affected parties, therefore, this
proposal would have no fiscal impact on the budgets of the courts in affected
counties.

St. Louis County officials assume that this proposal would have no fiscal
impact.

Franklin County Circuit Clerk assumes no fiscal impact.

DESCRIPTION

This act would allow the publishing of legal notices affecting titles to real
estate in first class non- charter counties without a daily newspaper in some
daily, triweekly, semiweekly or weekly newspaper of general circulation in
the county, which has published for at least one year.

Under current law, such notices for all counties must be published in a
daily, triweekly, semiweekly or weekly newspaper located in the county, which
has published for at least three years, and which has bona fide subscribers.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
