ASSUMPTION

Commission and Public Counsel assume that this proposal would have no fiscal
impact to their agencies.

DESCRIPTION

This proposal would prohibit any person in control of a residential dwelling
from preventing any occupant of the dwelling from receiving cable television
service; accepting payment from an occupant for permitting the installation
of cable television; or discriminating on rental charges against any occupant
receiving cable television service.

This proposal would also prohibit cable television providers from installing
service unless service was requested by the owner or occupant of the
dwelling.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
