                              FISCAL ANALYSIS

ASSUMPTION

The Department of Labor & Industrial Relations (DOL), Division of Employment
Security and Missouri Commission on Human Rights do not expect to be fiscally
impact.  The Governor's Council on Disability did not respond.

The Office of State Courts Administrator (CTS) does not expect any
appreciable increase in its workload.  Therefore, Oversight assumes that the
fiscal impact would be zero.

The Department of Social Services (DOS) does not expect to be fiscally
impacted.

The Office of Administration (OA), Division of Design & Construction does not
expect to be fiscally impacted.

DESCRIPTION

The proposal would expand a visually, aurally or physically disabled
individual's right to full and equal accommodations, advantages, facilities
and privileges to include cabs.  It would also make it an unlawful labor
practice to discriminate against a visually, aurally or physically disabled
person by interfering, directly or indirectly, with any aid or appliance,
including guide dogs, hearing dogs or service dogs.  The visually, aurally or
physically disabled individual would be liable for any damage done by such
dogs.  Any person aggrieved by a violation could make a verified complaint to
the Missouri Commission on Human Rights.

Any person driving a vehicle which causes injury to a pedestrian's guide dog,
hearing dog or service dog would be liable for damages.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
