ASSUMPTION

Officials from the Department of Revenue (DOR) and the Office of
Administration, Head Injury Council stated that the proposal would not have a
fiscal impact on their departments.

DESCRIPTION

The proposed legislation would prohibit the operator of a pickup truck from
allowing passengers to ride unrestrained in the bed of the pickup.  Riders
would be similarly prohibited with certain exceptions for both operators and
drivers.  Violation of this section would be an infraction.  This restriction
would apply only to state highways and cities.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
