                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of State Courts Administrator assume the proposed
legislation would have no fiscal impact, as written, as there are currently
24 circuit judges in the twenty-second judicial circuit consisting of the
City of St. Louis.  The proposed legislation would not add six additional
judges unless the number is increased to 30 circuit judges in that circuit.

DESCRIPTION
The proposed legislation purports to replace associate circuit judge
positions with circuit court judge positions in the City of St. Louis.  Each
new circuit judge position would be created when a vacancy occurs in an
associate circuit judge position.  The legislation is supposed to create six
new circuit court judge positions; however, there are currently 24 circuit
court judge positions and the legislation provides that the number be
increased by six for a total of 24 circuit judges.  The proposed legislation
should be revised to increase the total to 30 circuit judges.  The
legislation also would require that there remain at least one associate
circuit judge position in the City of St. Louis at all times.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
