                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Elementary and Secondary Education (DESE)
assume the proposal would result in no cost to the department.  DESE assumes
that since districts which would have lapsed due to an unaccredited
classification would no longer automatically lapse because of this
classification.  DESE assumes the districts which would or would not be
affected by this change cannot be predicted.  State funds would be
redistributed if this provision would affect districts.  On the average there
would be no net effect on state funds.


Officials from the Secretary of State's Office assume the proposal would have
no fiscal impact on their office.

An official from the St. Louis Board of Election Commissioners states their
responsibility would involve petition verification, which could be done with
existing resources.  They assume the election costs would be the
responsibility of the school districts.   Therefore, they state the proposal
would have no fiscal impact on the commission.

Officials from the St. Louis Public Schools state the proposal would have
many negative impacts on the district; however, they do not indicate any
fiscal impact.  Therefore, the  Oversight Division assumes the proposal would
have no fiscal impact on the district.

DESCRIPTION

The proposal would require the academic performance standards to include
preparing students for success within American culture.  The standards would
neither require nor advocate particular curriculum, teaching method or
educational philosophy, which would remain local decisions.

The proposal would require the statewide assessment system to objective and
verifiable, rather than performance-based.

The proposal would remove the provision of current law allowing the
Commissioner of Education to conduct a recall election of the school board,
if the school is deemed academically deficient.

The proposal would remove the provision that the corporate organization of
schools classified as unaccredited for two successive school years by the
State Board of Education would lapse.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
