DESCRIPTION

This proposal would extend the building completion date of approved
certificate of need projects from April 1, 1996 to August 1, 1996.  This
proposal has an emergency clause.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
