                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Elementary and Secondary Education (DESE)
assume the proposal would have no fiscal impact on their department.
However, they stated the proposal would impact every school in the Kansas
City School District and about 25% of the schools in the St. Louis City
School District.  The proposal could reduce transportation costs, but could
increase administrative costs for those schools.  DESE states they are not
able to estimate the net cost or savings of the proposal.

Officials from the St. Louis Public Schools assume the proposal is in
violation of the U.S. District Court orders concerning assignment of students
in the City of St. Louis.  They state it would be difficult for them to
estimate the fiscal impact of the proposed legislation.

Officials from the Department of Social Services (DOS)-Division of Youth
Service, Attorney General's Office (AGO) and State Auditor's Office (SAU)
assume the proposal would have no fiscal impact on their agencies.

The Oversight Division assumes the proposal could result in a redistribution
of state funds within the Kansas City and St. Louis School Districts.

DESCRIPTION

The proposal would allow students in desegregation districts to attend the
district school which is located closest to the pupil's residence.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
