To amend chapter 261, RSMo, relating to the department of agriculture, by adding one new section relating to the same subject.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF MISSOURI,

AS FOLLOWS:

Section A. Chapter 261, RSMo, is amended by adding thereto one new section to be known as section 261.150, to read as follows:

261.150. The director of agriculture shall establish a technical assistance program, subject to appropriation, to assist agricultural producers regarding waste management and water quality enhancement. Such assistance shall include, but not be limited to, advice on any applicable state or federal rules, regulations or guidelines as well as assistance in obtaining any permit or license necessary for the operation of a farm. The department of natural resources shall provide assistance to the department of agriculture so as to ensure that agricultural producers receiving advice or assistance shall be able to receive a permit or license under the department of natural resources guidelines.
