Current Bill Summary

SJR 34 - Upon adoption by the qualified voters of Missouri, this joint resolution would authorize the General Assembly to provide for the further classification of real property based solely on the land, exclusive of the buildings and structures thereon, in any unincorporated area of a first or second classification county or in any city, town or village. This concept is commonly referred to as site value taxation.

This further classification shall not become effective until it has been adopted by the voters of a political subdivision. Thereafter, the county governing body may, at the request of the taxing district, enact site value taxation for the district.

The tax rate of a district may be adjusted to produce the same amount of revenue generated from a class or subclass of property in the previous tax year, plus inflationary growth.
