Current Bill Summary

SB 802 - This act follows SB 410, adopted in 1995, which authorized the development but not the implementation of a flexible benefit plan. The proposal originated with the Commission on Management and Productivity, established by the Governor in 1994 and is intended to allow employees to structure benefits in the manner most useful to them.

The act authorizes the Office of Administration (OA) to implement a flexible benefit plan, subject to appropriations. OA is required to submit the plan to the General Assembly and the General Assembly may disapprove the plan by concurrent resolution within thirty days of its submission. The plan could apply to other health care plans sponsored by the Departments of Highways and Transportation and Conservation and the Division of Employment Security, at the option of the sponsoring entities. Lastly, this act sets the minimum salary of the Director of the Department of Social Services at $60,000.

HA 1 - DELETES THE MODIFICATIONS TO SECTION 105.950, RSMO, WHICH SETS THE MINIMUM SALARY OF THE DIRECTOR OF THE DEPARTMENT OF SOCIAL SERVICES AT $60,000.
