SB 631 - This act authorizes the Public Service Commission to approve heating energy programs and rates for low income public utility customers. State agencies are directed to cooperate with the PSC and public utilities in executing such programs.
This act is similar to SB 282 from 1995.

SCA 1 - A PROPERTY OWNER MAY BE REQUIRED TO MEET ENERGY CONSERVATION GUIDELINES OR PARTICIPATE IN AN APPROVED WEATHERIZATION PROGRAM. A RENTAL PROPERTY OWNER MAY BE REQUIRED TO INVEST AT LEAST 25% OF WEATHERIZATION COSTS TO PARTICIPATE.
