SB 608 - Permit approval from the U. S. Army Corps of Engineers is required under Section 404 of the Federal Clean Water Act for dredging and filling or other discharges to the waters of the United States, including wetlands. This act requires the Missouri Department of Natural Resources (DNR) to issue or deny water quality certification required under Section 401 of the Clean Water Act for Section 404 permits within 90 days of issuance of the joint public notice. If the DNR fails to act within that time, water quality certification shall be deemed issued. Section 404 permit approval from the U. S. Army Corps of Engineers will still be required.

This act is similar to SB 278 from 1995.
