SB 519 - This act makes several changes to the requirements for motor vehicle financial responsibility, and it prohibits passengers in pickup truck beds. It requires peace officers to check for insurance ID cards when stopping motorists. Insurance requirements are applied to unregistered vehicles.

Evidence of insurance is required for vehicle registration, and notice must be made of this requirement in bold, colored print. Language is added to clarify the time of suspension when two different suspensions apply. Reinstatement fees are reduced to $20. Installment agreements for the repayment of damages shall be enforced for five years instead of just one year. The Department of Revenue is given 120 days for decisions after hearings.

The act also prohibits passengers in pickup truck beds, with exceptions. This provision is also in SB 520.
