SJR 19 - This resolution, if approved by the voters, would amend Article X of the Missouri Constitution, relating to limitations on taxes. It requires that any increase in sales or income taxes must be approved by a two-thirds vote of the General Assembly or the voters before becoming effective. In addition, the General Assembly cannot increase revenue in any fiscal year in excess of $10 M without a vote of two-thirds of the General Assembly or approval by the voters. The State Auditor, Commissioner of Administration or the State Treasurer may independently determine that actions of the General Assembly will increase revenues above the $10 M trigger. In such event, the Governor shall call an election placing the total increase before the voters.
