SB 406 - This act provides that any pupil in a district under federal desegregation court order (St. Louis City or Kansas City) may choose to attend any school in any district in the state. The receiving district and school may not refuse to admit the pupil.

The sending district shall pay tuition to the receiving district in the amount of the per pupil state and local funding the sending district received in the previous year, as determined by the Department of Elementary and Secondary Education (DESE). Transportation costs shall be paid by the receiving district out of the tuition funds.

DESE shall calculate the per pupil amounts and shall provide technical assistance in coordinating transportation between districts.
