SB 296 - This act requires every school board to provide notice to each parent or guardian every 6 months regarding a pupil's right to receive all instruction in English. Prior, written parental consent shall be required before a pupil may be placed in a program for pupils with low English proficiency.

The State Board of Education shall promulgate rules to administer the act. Any resident of the school district shall have standing to file a civil suit to compel enforcement of the act. Foreign language classes and "immersion" programs for English proficient students are exempted from the requirements of the act.
