SB 273 - This act tightens the requirements for financial responsibility by owners of motor vehicles.

PROOF - Proof of financial responsibility is required at annual vehicle registration. Drivers not having an identification card when stopped on the road must provide proof to the Department of Revenue within 30 days through the mail.

PENALTIES - A two-year suspension is imposed if damages are caused in an accident, and no reinstatement of the license is allowed until restitution is paid. A $1000 reinstatement fee is required for the two-year suspension. Driving without a license is increased from a Class B to a Class A misdemeanor; probation may only be given with at least 14 days and 100 hours of community service.

MISCELLANEOUS - Financial responsibility requirements are applied to incorrectly registered vehicles. The owner's financial responsibility shall be the primary coverage.
