HJR 2 -- Tax Limitation

This proposed amendment to the state constitution creates, in addition to the current tax limitation, an additional limit on revenue. It prohibits the General Assembly from increasing taxes or fees that produce net new revenues in the first full fiscal year of implementation of the increases greater than 1% of total state revenues in the second prior fiscal year without voter approval. An exemption is added for emergency increases.
