HB 442 - This act pertains to the missions and programs of Missouri Southern State College and Missouri Western State College. Current law requiring the state to provide funds necessary for staff, operation and capital improvements for those schools is made optional. The limitation on both schools to provide only undergraduate degrees is removed. Current law, section 174.324, RSMo, authorizes master's degree programs in accounting at each school.

The act designates Missouri Southern as a moderately selective institution with international or global education as its theme. The college shall submit a three-year plan to the Coordinating Board for Higher Education (CBHE) within 12 months of the effective date of the act.

The act designates Missouri Western as an open enrollment institution. The college shall submit a three-year plan to the Coordinating Board for Higher Education (CBHE) within 12 months of the effective date of the act.

This act is similar to SB 320 from 1995.
