HB 313 -- Recreational Trails

This bill establishes the Missouri Recreational Trails Fund and an accompanying Advisory Board to provide grants for the development and maintenance of recreational trails. The Director of the Department of Natural Resources administers the fund in consultation with the Advisory Board. Trails for motorized and nonmotorized use are each allocated at least 30% of available funds, and up to 10% may be used by the department for administration. Moneys cannot be used for property condemnation or to facilitate motorized use of trails that are now predominantly in nonmotorized use.

Revenue for the fund is provided by the estimated portion of motor vehicle fuel taxes derived from the sale of gasoline for nonhighway, nonboating recreational use. Donations and trail registration fees may also be deposited in the Fund. The 15 members of the Advisory Board (7 voting, 7 alternate, one governmental) are appointed by the Director of Natural Resources to represent hikers, horseback riders, off-road motor vehicle riders, bicyclists, persons with disabilities, and the Division of State Parks. Members serve 3-year, staggered terms.
