HB 292 -- Excursion Gambling Boats

This bill establishes a participant gaming license for patrons of excursion gambling boats in Missouri. Before entering any excursion gambling boat in Missouri, each potential patron must present a valid participant gaming card. The provisions of the bill will be administered by the Department of Revenue and a reasonable fee will be charged to each applicant.

No applicant may be allowed to receive a gaming participant card if he or she is not at least 21 years of age, owes overdue taxes to the state or any political subdivision, owes child support, is on probation or parole, or has been convicted or has pled guilty to any illegal gaming activity or any crime involving moral turpitude. Persons who have received certain public assistance may not receive a card. Provision are contained in the bill for issuing cards to out-of-state patrons at the excursion gambling boat location.
