HB 129 - This act expands the ability of the Health and Education Facilities Authority of the State of Missouri to finance, construct, reconstruct, repair, alter, improve, extend, maintain, lease, and regulate the location and construction of health facilities and health institutions by expanding the definitions of these two groups and creating the terminology "participating health institution".

The definition of "health facilities" is expanded to include tangible and intangible assets, including but not limited to assets related to health delivery systems or networks which are necessary or useful in the development, establishment or operation of a participating health institutions.

The definition of "health institution" is expanded to include any network or organization of health care providers, any joint venture or partnership between health care providers, any integrated health care delivery system, any health care purchasing alliance, any health insurers and 3rd party administrators which are participants in a network that provides health services, or any organization which as its primary purpose provides supporting services to one or more health institutions.

The definition of "participating health institutions" is created and defined as any health institution which undertakes the financing and construction or acquisition of health facilities or undertakes the refunding or refinancing of outstanding obligations.
