HB 119 -- College Governing Boards

This bill authorizes the faculty senate of each regional public four-year institution to appoint a faculty member representative to the board of regents of each such institution. The faculty representative may attend all meetings, and participate in all deliberations, but will not have the right to vote on any matter before the board.

The faculty representative must be a full-time faculty member, a citizen of the United States, and a resident of Missouri. The term of office is 3 years. No one may serve more than 2 terms.

Additionally, a faculty representative will be appointed to the Board of Curators of Lincoln University and the Board of Governors of Northeast Missouri State University and 4 faculty representatives, one from each campus of the university system, will be appointed to the Board of Curators of the University of Missouri. These faculty representatives will have the same authority and rights as those granted to faculty representatives to boards of regents. Necessary and actual expenses relating to attendance at board meetings will be reimbursed.

Finally, the bill grants the student members of governing boards the rights to attend all meetings and to have necessary and actual expenses relating to attendance at board meetings reimbursed.
